CEBU CITY, Philippines – Some 8.9 million pesos of illegal drugs were confiscated by the Cebu Provincial Police during the first quarter of the year.

Police Colonel Engelbert Soriano, director of the Cebu Provincial Police Bureau (CPPO), said this illegal drug trafficking was carried out in 235 police operations from January 2022 to March 21.

Soriano said he also arrested 267 people during these operations and formal complaints against those arrested have already been filed in court.

With this development, Soriano said he was really “satisfied” with this performance in the first quarter of the police under his command.

Apart from drug operations, Cebu Provincial Police also arrested 408 people for illegal gambling in the first quarter of the year and formal complaints were also filed in court against these people.

During the same period, he said 320 unfixed firearms had been confiscated by or returned to police in 313 unfixed firearms operations.

The director of the CPPO also said that he had arrested 19 people in these operations against unmounted firearms.

Also in the first quarter, Cebu Provincial Police arrested 226 wanted people and 36 most wanted people.

Despite these achievements, Soriano said there was still room for improvement.

And one way to help improve or maintain police performance, he said, would be to conduct a monthly assessment of all police stations.

Soriano explained the assessment process and how it might affect police station chiefs.

If a certain station is included in the bottom 10 three times, the OCPP director said the designated station chief would be asked to explain himself and could be subject to a replacement.

The CPPO has 50 police stations in the province of Cebu.

“There is always room for improvement. Alam nyo 50 ang namin stations. Maraming na humahatak pataas and mai ilan ilan na humahatak pababa stations. So what we are trying to do now is to balance everything and to make significant achievements,” said Soriano.

(There is always room for improvement. Several stations pull us up and there are a few stations that pull us down. So what we are trying to do now is to balance everything and awaken these COPs [chiefs of police] who pretend to sleep and so that they can achieve a meaningful accomplishment.)

“After every Sacleo, we always look at the last 10. Pagconsistenly tatlong beses ka na nasa bottom 10, then we will ask them to explain. And I’ve already advised our staff to take note of the bottom COPs, and we’re recommending them for replacement. Kasi, we just can’t relieve them (at) this time because of Comelec restrictions, and I-submit natin sa ating RD [regional director]said the director of CPPO.

(After every Sacleo, we always look at the bottom 10. If they had been in the bottom 10 three times, we’ll ask them to explain. And I’ve already advised our staff not to take the lowest COPs , and we recommend We simply cannot release them at this time due to Comelec restrictions, and we will submit our recommendations to the RD [regional director].)

Sacleo or Simultaneous Anti Criminality Law Enforcement Operation is another name for the The occasional and large operations of the Philippine National Police.

Again, Soriano cited the “good performance” of the police stations under his command in the first quarter of the year.

He said the performance of Cebu’s provincial COPs was instrumental in maintaining OCPP’s spot as the top performing provincial police bureau for the first quarter of 2022.

“Over the past three months, we have outpaced the rest of the PPOs [police provincial offices] in terms of flagship programs,” Soriano said.

“And this is due to the intensified and more committed efforts of CPPO staff and police chiefs. Na sinabi namin na ‘let’s keep winning, keep improving.’ Kaya nakikita his Sacleo namin, ascending yung number,” he said.

(And that’s due to the intensified and more committed efforts of CPPO staff and police chiefs. That we tell them, ‘let’s keep winning, keep improving.’ And that’s reflected in our Sacleo, the numbers are going up. )
