June 24 – EAU CLAIRE – The county is seeking proposals in an effort to recruit a new health insurance provider.

Eau Claire County will lose its health insurer at the end of the year. Current County Supplier, AEM Trustinformed the county that it would withdraw from Wisconsin market at the end of 2022.

The Wisconsinbased nonprofit announced in a statement in early June that it would end its offerings in the health insurance market.

“The challenges of health care consolidation, the costs associated with the global pandemic and the stock market crash have made it difficult for local nonprofits like ours looking to provide families with personal care. of great value,” said Vaughn Vancepresident and CEO of WEA, in the press release.

jessica mcdonalddirector of human resources for Eau Claire Countydescribes the process of finding a new supplier.

In order to recruit organizations and receive bids from potential vendors, the county has released a Request for Proposal portal. “It basically outlines what we’re looking for in a carrier, what we need, and then suppliers can respond and submit bids,” McDonald said.

The portal for suppliers to apply remains open until August 9. The proposals will then be reviewed and scored by members of human resources as well as by Norb Kirk, Departmental Director of Finance. Once the proposals are reviewed, Kirk said the county will seek interviews and, potentially, negotiations with the top few vendors.

McDonald’s said Friday 14 vendors submitted proposals. However, she noted that there seem to be a few duplicates.

“Just for a bit of context for the committee, a few years ago we did this (and) we had one. And it was AEM Trust“, said Kirk.

county supervisor Judy Gatlin proposed a question to the committee about the transition process, particularly for employees who have pre-existing health conditions. Dawn Edlinbenefits coordinator for the human resources department, provided the committee with more information on these operations.

Edlin said WEA has prepared documents and claims reports that must be provided to potential sellers.

“WEA is fully cooperating with us in our transition to a new carrier,” Edlin said.
